On 14 June 2025, Saër Ndao, Governor of the province of Thiès in Senegal, had the honour of meeting the Worldwide Head and the Fifth Caliph (Khalifa) of the Ahmadiyya Muslim Community, Hazrat Mirza Masroor Ahmadaba, at Islambad, Tilford, UK. During the meeting, the governor asked for His Holiness’ guidance on how to best serve the people of Senegal in a just manner. His Holiness highlighted the responsibilities of a government in serving the people, who had elected them to bring about the means of progress for them. He emphasised the need for the governments to fulfil the requirements of justice, work with honesty, and uphold and honour the law and constitution of the land. Later in the conversation, His Holiness also mentioned the various terrorist organisations working in Africa, and the urgent need to stop them. Explaining how bringing prosperity to the people of the country would prevent terrorism, His Holiness said:
Religious extremists are present everywhere, and such organisations may be active in your country as well. You must try to stop them. [Firstly], the economic condition of the citizens should be good. All these movements, such as Boko Haram, Al-Qaeda, and others operating in Burkina Faso, Mali and elsewhere, would not spread in regions where there is economic prosperity, and the people have faith in the government.
These terrorist groups take advantage of situations where the population loses trust in their government. Therefore, if a government works for the people and abides by the principle “government of the people, by the people, and for the people”, it can flourish—and terrorism will not take root there.
Otherwise, given that terrorist activities are on the rise in neighbouring countries, your towns along the border could also become vulnerable. Hence, the best way to safeguard against this is to always uphold justice, work for the betterment of the people and improve their standard of living.
Explain this to your leaders and politicians, and instil in them the belief that Allah Almighty watches our every action. Hence, everything must be done in accordance with justice. They should not assume that nobody is watching them, and so they can quietly benefit themselves.
Living in this world holds value only when one serves God’s creation. The leadership you have been entrusted with is a means to that end, for which, you should express gratitude by serving the people to the best of your abilities and by providing means for their betterment. May Allah keep you in His protection.
